I am pretty sure that this verse can apply to anybody who is in a bad way. We can't rely on the government to do all of the work. I am not even sure that we should rely on them at all because when we do we take the responsibility off of our shoulders. We earn rights to share Jesus when we love those who are hurting and I think we could be missing out on some great opportunities to share Jesus just because we neglect to love.
